NAVFAC was the Bureau of Docks and Yards and they published the Training manuals which detail the Chemical Warfare training on Treasure Island. There is no excuse, they did this and their present day denial of the Chemical and Biological Warfare Training on Treasure Island is an is an insult to all of the victims of this ATROCITY. NAVFAC is charged with cleaning up the mess that they created, and have committed fraud by lying to everyone and covering up their crimes against humanity.
