Final Warning Struck in the Eyes – Residents hit by scrapnel from detonating explosives on TI

The Navy is currently exploding ordinance including grenades and Japanese mortars in the radioactive waste location at Treasure Island in violation of Navy regulations on proximity of civilians to the explosions. The Navy freely admitted that they were too close to residents in the recent RAB meeting on December 8th where they admitted to using sandbags and shipping containers to try to block the effects of the explosions from the civilians but the Civilians have been hit by the blast and are injured.

In a report on December 8th for the RAB Meeting the Navy mentioned they were exploding ordinance that was too close to the residents but they were mitigating that by placing shipping containers in the path of the explosions. but the shipping containers are not in the way and tehy are needlessly exposing the civilians to the explosions, violating navy regulations on munitions. The Navy doesn’t care, they have no one to supervise this fiasco:

The Navy found a plume of arsenic and are saying it is a natural formation of arsenic in the soil. The Entire Island is manmade, there is nothing natural there, everything there was placed there within the past 80 to 85 years.

The Arsenic plume is Lewisite, a chemical weapon that is usually mixed with Mustard Gas to have a hideous effect on enemy troops. The Navy has a history of considering civilians to be the enemy. Their total disregard for the safety of the people of Honolulu with the whole Red Hill petroium contamination disaster of the past month where Honolulu’s water supply is contaminated with Navy Oil that is stored above their aquifer. The Navy knew about this in 1982 and even documented the contamination but refused to do anything about it.

Now 1/4 of Honolulu is without water up from teh 1/8th a few weeks ago. The Navy secretary got mad at the people of Honolulu saying that she had been in combat and this was nothing compared to that! She has since backpeddled on that admission but it shows the total disregard for civilians.

Location of the USS Pandemonium:

The Arsenic in the Meadow corresponds with the location of the first ship mock-up the USS Pandemonium where the Navy conducted chemical, biological and radiological testing using live ammo. Lewisite is a chemical weapon that degrades into Arsenic and Acyteline and was found all over this site.

Treasure Island contamination Zones are well within the city of San Francisco, including City Hall which is just within the 4 mile limit of TI. Ground water and air contamination zones go out from the source to four miles from the site. This applies to all toxic waste sites. For each mile marker there is a separate level of contamination depending on its type and source. The people of San Francisco are directly affected by the Atomic, Biological and Chemical Warfare training on Treasure Island.

For some strange reason the State of California allows people to build on toxic waste sites and they seem to limit the borders of the contamination to the property line of the site of the contamination. But under Federal Law, 40 CFR Appendix A to Part 300 – The Hazard Ranking System which is used to determine if a site is subject to Superfund status, the range of contamination goes out to various distances from the exact contamination site.

This means that most of silicon Valley is in huge trouble as they not only have large areas of contamination, the distances of risk encompass most of the land area. the problem is far larger than the fence line of your property! There are various distances listed in the law: 40 CFR Appendix A to Part 300 – The Hazard Ranking System

Note at Treasure Island residents live on the sites, Either directly over the contamination or adjacent to it.

  • “5.1.1 Resident population threat. Evaluate the resident population threat only if there is an area of observed contamination in one or more of the following locations:
  • Within the property boundary of a residence, school, or day care center and within 200 feet of the respective residence, school, or day care center, or
  • Within a workplace property boundary and within 200 feet of a workplace area, or
  • Within the boundaries of a resource specified in section 5.1.1.3.4, or Within the boundaries of a terrestrial sensitive environment specified in section 5.1.1.3.5.
  • If not, assign the resident population threat a value of 0, enter this value in Table 5-1, and proceed to the nearby population threat (section 5.1.2).”

Which means all of the housing at TI. The calculation includes the number of residents within this distance. Under these regulations, the current residents need to be evacuated.

City Hall is in Level 1 Range from the Navy Dispensary on Fell Street which was the home of Task Force I Operation Crossroads Medical Officer (Captain Walsh) office was located and where RADIAC Training took place along with the officers who were directly contaminated as they experimented with techniques to clean the ships used in the nuclear tests in the Pacific.

Everyone on Treasure Island. If Treasure Island is developed the 21000 people within this distance will increase the risk by a factor of 10 where if any radiation or chemical contamination is found on the site, it will require a total evacuation until the site is remediated. The Board of Supervisors (BOS) will have to face an immediate and emergency evacuation of Treasure Island are they prepared? did anyone mention this to the BOS?

2011 Nuclear Radiation Maps of Treasure Island Housing made by the Navy

Citation: TREASURE ISLAND, SITE 12 GAMMA SURVEY REPORT SURVEY DATES: APRIL 5-7, 2011

In 2011 the Navy conducted a radiological survey and found Radium, Thorium, Uranium, Radioactive Potassium and Radioactive Thallium under the housing at Treasure Island by driving a towed array of radiation detectors over the streets and yards producing a map of radiation for the Housing on Site 12 at Treasure Island Naval Base. This article will show many of the maps created of the Radiation at the housing on Treasure Island.

The materials were not cleaned up at the time, but these isotopes give off radiation at certain frequencies and by reading these frequencies we can know what types of materials are giving off the gamma and X rays of these specific isotopes. The Chart below shows the different frequencies and their corresponding isotopes listed across the top. This is gamma radiation. Alpha and Beta radiation require laboratory work to confirm their presence. So you would not be able to detect Plutonium in this study, which was used in the Radiation Training at Treasure Island.

The radiation was centered on the area of the island where the Navy conducted the Radiological, Chemical and Biological Training using mock ups of a ship, the USS Pandemonium, an airplane, and a field gun. Eventually the Navy would collect Radium objects that were in the first 10 inches of soil and place them in boxes to be sorted out later in 2018.

In response to the increase in radiation, the Navy extended the chain link fences in order to protect the residents from what turned out to be a nuclear disaster. See Survey Findings below.

Treasure Island had Ammunition Bunkers located under the housing of the base which is located on the left side of this map and here is a close up below.

The Baseline survey claimed the Navy destroyed the bunkers before they built housing on the site but the bunkers are still there and the Navy has recovered munitions including a report in 2019 of a Japanese Mortar with over 6 pounds of high Explosive just in that one bomb which just for that one item the required setback for any civilian construction is 180 feet according to 27 CFR § 555.218 – Table of distances for storage of explosive materials. https://www.law.cornell.edu/cfr/text/27/555.218.

2008 Treasure Island Site 6 contaminated with 20 picacuries per gram of Radium 226 site report to NRC

Site 6 is the first Hydraulic Training School, it moved in 1989 to the Southeastern portion of the island, this included the 1st USS Buttercup. There is a CSPAN video at time stamp 18:17 from January 30 1991 during Operation Desert Storm showing the radiological training in the second “USS Buttercup” training device which was a mock up of a two decks of a ship that would sink, fill with water to simulate and train sailors on how to plug holes and conduct radiological scans of a sinking ship. From the Report to the Nuclear Regulatory Commission: “

Environmental Management Services, Inc. (EMS) plans to us its NRC License, No. 0429295-01, effective Tuesday, January 6, 2009, for radioactive waste package handling and sampling related activities at Treasure Island, San Francisco, CA. The soil is contaminated with Ra-226 (average concentration is 20 pCi/g). These activities are expected to continue for approximately 18 months and will be conducted within a separately fenced area inside Site 6. These are the same activities EMS performed under reciprocity (RTS #105) issued January 8, 2008. This notification meets license condition 14.”

Editors Note: The safe level of radiation at Treasure island was set at 1.69 picocurries per gram. the background was measured to be .69 picocuries and they added another picocurie to that amount to create a baseline of radiation exposure site wide. Note this is a site that was not considered radiologically affected and yet the radiation levels were over 11 times the safe level of radiation.

Treasure Island was an EPA Site and the Navy covered up the contamination in 1988!

Treasure Island was an EPA site for RCRA (Resource Conservation and Recovery Act) (RCRA) Laws and Regulations for Hazardous Waste and this report from 1991 states it was listed on 2/12/1988. I have the full text of the report below with a table indicating that Treasure Island was a separate and distinct EPA site from “Treasure Island, Hunters Point Annex” and the Shipyard was still yet another EPA site. Then you add in Yerba Buena Island, the coast guard station was also added to that list of distinct sites.

Enclosed in this text of the “Fact Sheet Federal Agency Hazardous Waste Compliance Docket” 1991 from the EPA. This EPA report includes a cover sheet, the EPA Fact Sheet, the Federal Register report and an EPA spreadsheet showing over 1600 government owned sites that were placed on this list. To see the full spreadsheet you will need to download the report. I will include Bay Area and other related sites in a table at the end of this document.

The listing required certain reports to be made within 18 months for the EPA once a site is placed on this list and this is a link to that report which does not mention the fact that this site was the Navy’s (ABC) Atomic, Biological and Chemical Training Center which was still in operation on the site when they made the report and continued up to the closing of the base! The follow, up report the 1990 report DRAFT ENVIRONMENTAL IMPACT STATEMENT CANDIDATE BASE CLOSURES / REALIGNMENT SAN FRANCISCO BAY AREA, Department of the Navy Western Division Naval Facilities Engineering on Table D-1.11-indicates that no samples were taken of Site 2 in the 1988 report (above) so they just took the word of the Navy that nothing bad happened there! The case was closed by the 1988 report!

The Navy lied and covered up their contamination of the island in 1988. All of the activity since then is all based on their cover up. Port Huemene (which also has ABC warfare contaminated sites which I list below) which compiled this report is directly implicated in radiological tests on locations throughout the Bay Area and at Test Sites with the US Navy’s Radiological Defense Laboratory and so the Navy chose the Foxes to guard the Hen House!

The US Navy’s training publication, “Naval Training Bulletin” regularly published articles and schedules of Atomic Biological and Chemical Training at Treasure Island and I have compiled a Chronological listing of the contamination starting in 1946 and it is at my Chronology Page which can be accessed at the top of this blog or here.

I wonder if these circle marks in the lawns of Treasure Island are caused by the chemical weapons training at Treasure Island in the above Photograph from the Navy Training Bulletin?

Note the Biological warfare test in 1950 which they filmed to turn the test into a training film where they purposely contaminated the 116 square Miles of the city of San Francisco, the Bay and on into Oakland. In the film you see the minesweeper based at Treasure Island spraying the bacteria outside of the Golden Gate to be carried by the winds, where it hospitalized 12 people and killed one. The Bacterium was thought to be harmless when exposed to 18 year old recruits but it turned out to be a disease that causes cancer. The Navy has been continuously damaging the immune systems of the people of San Francisco since 1946.

In 1964, the USNRDL, the US Navy Radiological Defense Laboratory based at Hunters point Shipyard conducted a chemical warfare test at Treasure Island to see how effective a new cleaning agent DS2, Decontamination Solution 2 was in cleaning up Mustard Gas as compared to DANC. DS2 solution was banned by the Navy in 1986 because it is almost as bad as the chemical warfare agents, it kills life on contact. This means that all Navy Bases and all ships used this substance since the training on Treasure Island was to train people to conduct this training on their bases and ships.

Note that Lewisite is a chemical weapon made of arsenic and acetylene which is an oil substance and the arsenic bubble detailed in the February 8 2021 San Francisco Board of Supervisors Meeting is located just downstream from the Original USS Pandemonium that was located where public housing is today. Lewisite is used with Mustard Gas as a combined chemical weapon and we know Mustard Gas was used at this location, where buildings 1311 and 1313 were located. There are two culverts that were used to collect the run off next to the sea barrier.

Oh and if someone at the Board of Supervisors can explain who authorized the permit to harass and kill Marine Mammals: Gray Whales, Humpback Whales, Sea Lions, Harbor Seals, Harbor Porpoise, Northern Elephant Seals, and Northern Fur Seals, including Gray Whales to put in the Ferry Pier at Treasure Island, that would be helpful! The city of San Francisco featured in the movie “Star Trek Voyage Home,” has become the Whalers! TI- City of San Francisco application to Harass and Kill take Marine Mammals to build Ferry Pier on Treasure Island

The Navy covered up the Atomic Biological and Chemical Training at TI. Their willful actions have killed people. The City must evacuate all people from the island and seek JUSTICE!

The USS Pandemonium 1 was a mock up of a ship placed on the grounds of Treasure Island to train sailors in chemical, biological and radiological decontamination. ABC Warfare Defense (Atomic, Biological, Chemical) is a course taught at Treasure Island and in other training centers and I will place the link to the courses here.

The instructors would place a radioactive target, and/or a biological sample and/or a toxic chemical on the ship and the sailors would train by first identifying the target and then remove it off the ship usually by using fire-hoses to wash it off and/ or by scrubbing the radioactivity and chemicals right off the ship.

For instance Lewisite which is mostly Arsenic was a chemical described in the training manual ABC Warfare Defense and the Navy found an enormous amount of it on the same site, (see the overhead map below, that they tried to remove last year at the site hence the dirt in the field. https://hdl.handle.net/2027/osu.32435011833688?urlappend=%3Bseq=52

So we know they were using chemicals on the site, dangerous chemicals. We also know that 1280 radioactive objects and aircraft carrier radioactive deck markers and radium dials have also been found on the island, most in this general area and under the housing found at the north end which is where they disposed of waste in trenches.
