NAVFAC command building contract to be built on Treasure Island 1967

Today NAVFAC is the organization charged with cleaning up Treasure Island and they were building their HQ on Treasure Island in 1967. NAVFAC claims to be nuetral on the contamination at the site but their command has historically been not only on toxic waste sites, they were in command of making the sites contaminated. All of a sudden NAVFAC doesn’t know about the toxins?
